If I were a unit supervisor, I would rank the setting of clear and challenging work goals as more important than encouraging employees to participate in the decision-making process. Whereas each employee could benefit from clear performance goals and expectations, not every person in the team would like to participate in organizational decisions. Making sure that each employee works to the best of their abilities is the most effective way to increase the performance of the entire organization.
