Depending on the risk, the environment, and the resources available, the strategy of addressing a particular emergency issue may be altered considerably, therefore, deviating from what the standard guidelines suggest to do in a specific situation. In the case described by Vogt and Sorensen, the emergency situation was quite drastic. Indeed, the leakage of azinphos-methyl was a major threat to the health of the people working at the plant. It was only with the help of constant safety rules drilling and the awareness of the staff that few injuries ensued.
A case in point shows that the environment in which such an accident as hazardous substance leakage occurs is crucial to the outcomes. Unless people had been well trained and organized, the end would have been tragic. The same goes for the resources that were at people’s disposal at the time of the accident. As the case record shows, the patients of the medical facility, the staff of which also started evacuation, were transported with the help of “a variety of vehicles”: “vans, school buses, ambulances, private cars, and mortuary services vehicles” were utilized to transfer the patients to the place where gas fumes could not reach them. The same cannot be said about the risk rates, however – despite the threat, both the employees and the patients were quite organized, as the case registered. Therefore, it is the favorable social climate and organizational characteristics that predispose the success of an evacuation process.
