On appeal, the U.S. Court of Appeal for the Third Circuit in Kimberlie D. Webb v. City of Philadelphia (2009) upheld the ruling by Judge Bartle. If Webb were not a sworn police officer and worked in an administrative position in the police department, do you think there would be a problem accommodating her wearing of the khimar? Support your opinion.

I think there would be no problem if Webb wore the khimar to work because the administrative department of policing does not require uniformity in dressing. Also, the khimar represents Webb’s identity religiously and personally. Therefore, it is essential to accommodate her wearing for inclusivity of all religions and their practices at work. According to, non-uniform staff in the policing sector have permission to dress according to an individual’s lifestyle and culture as long as the dressing conforms to the official standards of workplace policy in maintaining professionalism.

For example, if Webb worked in the administrative department, there could be no conditions or limits to wearing the hijab to maintain her culture and identity as a Muslim. According to Article VII of the American Civil rights act, all employees have a right to practice religious traditions, including dressing in religious attire such as hijabs at work. Therefore, the administrative department should act like any other employment sector in allowing religious attire among the staff.
