Considering that the focus of security has shifted from the state and their military strength to people and their values, the way policies regulate it has also changed. Drawing attention to a specific problem is possible through proof of its threat to human security. Simultaneously, the search for solutions to such issues is usually necessary at the global level. At the moment, international organizations have not yet reached that level of democratization for general decision-making by all states. For this reason, some countries view them as biased and Western-oriented. Moreover, these organizations have also not yet shown consistent effectiveness in solving problems. One of the obstacles may be the reluctance of states to cooperate and find a compromise.

Diseases can be considered as an example of a threat that can unite states for cooperation. For instance, coronavirus, which has been threatening the entire planet’s population since 2019, has shown the vulnerability of all countries, even the most developed, to respiratory diseases. The rapid spread and severe consequences for patients have demonstrated that people are unprepared for such disasters. The sudden appearance of many victims with respiratory insufficiency revealed one of the most vulnerable places of health care-the mobilization potential of artificial lung ventilation (ALV). Since this threat does not come from individual states and threatens everyone equally, active cooperation is possible. Governments are taking similar measures to limit harmful effects and showed collaboration in moving people to their homeland. The obstacles at the moment are competition between states and the desire to receive economic benefits, which manifested in the race to create a vaccine.

However, such a threat has a high potential for international cooperation. Other threats that have not yet peaked relevance but in the future are also likely to unite states for cooperation are environmental threats and exhaustive resources. Nowadays, these problems attract scientists’ attention, but they are not interesting enough for politicians since they are inferior in urgency to other issues. For this reason, measures taken now are not sufficient to prevent the situation from worsening. However, the resources necessary for the whole planet’s life will end, and the environment is deteriorating. As a result, there will be a situation where countries have no choice but to cooperate.
