The reporting entity is mandated to oversee the total and unassigned fund balance with entire monetary expenditures, to engender cost savings implementation across its departments to avoid liquidity. In that regard, the reporting entity function is reported, whereby it is given the responsibility of being financially accountable for the State of Mississippi.
Through its board of directors, it should minimize the monetary burden to the other organization. In the general fund, the City has direct control of the assets. It gives a general-purpose financial report to the Mississippi State, which will enable the evaluation and allocation of scarce resources.
