The institution endeavors to curb the violation; nonetheless, some countries are not cooperative in the fight against such violations. For example, China protects its citizens who violate IP rights. This makes it daunting to eliminate the aspects of piracy and violation of intellectual rights. Another reason is that every country has laws that govern its operations and protect IP rights. The implementation of such laws is weak hence indicating the rampant piracy noticed worldwide. Precisely, the international community endeavors to protect the IP right; nonetheless, the territorial legislations have not favored their quests. It is crucial to consider the significance of protecting intellectual property rights before allowing other malicious individuals and authorities to deface its meaning and value. Weak legislation and inadequate implementation of the law have contributed to the malicious IP violations.

Additionally, international communities fear jeopardizing attractive international markets; hence, they cannot speak out about the ongoing piracy and violation of IP rights. Some countries threaten to bar complaining companies from accessing their markets. Consequently, the victimized companies relent and allow their products to be pirated despite the damage. This is evident in the Chinese context, where victimized companies cannot complain since the pirating companies are owned by government officials, military officials, and other respected individuals within the Chinese government.
