The World Bank has to support nations affected by poverty because it helps at least some people to escape death and illnesses. Giacomo claims that “corrupt use of World Bank funds may exceed $100 billion and while the institution has moved to combat the problem, more must be done”. Thus, a disincentive for the government to become more involved in program development is the large proportion of the general population who live in rural areas. Despite the presence of the factors noted above that make further government involvement implausible, there are equivocal pressures for the government to assume a greater capacity in addressing the needs of older persons. The dispute is whether this would actually raise their influence or if it is a tactic that is really aimed at weakening the power they already have.
