Public education was seen as a tool for raising the status of individuals who could benefit society. Education was a balance wheel because it provided equal opportunity independent of moral concepts. Horace Mann and Thomas Jefferson advocated public education because it established social justice, preserved agriculture, and prevented revenge and madness against the poor.

It also served the purpose of fully meeting the needs of society. Today’s modern Americans have little to do with the goals of past conceptions of education. This is justified by the fact that education is now a privilege because it is expensive and difficult to enter, leading to even greater social stratification.
