Many organizations prefer to use a comprehensive procurement and procedures manual to undertake their purchasing functions because of its ability to improve corporate performance. Doing so serves several purposes, including streamlining organizational functions and creating synergies. The Emirates Group is one such company that adopts a comprehensive policy of its procurement because the conglomerate strives to use the department to make sure all functions of its subsidiaries are steered in one direction, which is commonly defined by the UAE government. This strategy creates synchrony or collaboration in the realization of organizational functions. In addition, the conglomerate enjoys improved consistency in making procurement decisions because the comprehensive procedures manual covers all key functions. This administrative approach also minimizes conflict among different levels of management and helps to save time that would otherwise be lost in designing procurement roles. However, there is a downside to the comprehensive manual because it undermines the effectiveness of alternative procurement functions, which could have otherwise bolstered supply chain management functions. This outcome often happens when procurement managers exclude alternative views that do not fit within the comprehensive manual from their decision-making processes.
