A stakeholder is a person or a group of people who can affect or be affected by public policies. I think that stakeholders should be involved in the early stages of the policy development process, such as developing and analyzing the policy evidence base. It is important to involve stakeholders in policy development because it helps the government understand how the policy affects people. Also, it helps to identify when a policy should be implemented and why its implementation is necessary. It can be performed through interviews and surveys that are conducted among stakeholders. To achieve accurate results, it is necessary to treat all stakeholders in the same way. For example, in many countries, it is prohibited to smoke in public places. In this case, treating stakeholders differently would mean that some smokers would be allowed to smoke while others would not. It is unproductive and leads to the failure of the policy.
