This is the type of essay that requires quite long titles because the matter is sensitive and there is no certainty regarding it in the wide public.
The problem here is to develop the kind of title that does not hurt your readers’ feelings, reflects the essence of topic, and catches people’s attention.
stand your point. take this statement about europe and say if it’s true or not. include the proof.

The train finally stopped. It was making so many efforts as if it was tired of constant leaving and stopping during all life. All that train saw were crowds of people, happy people, busy people, or desperate people. Luggage carriers seemed to be emotionless…like the red clock at the train station that only reminded that it was time to go. Merciless. Train stations were always merciless.
They did not have patience; they just followed their aims. The tracks seemed to be crucial when it concerned human lives — they disunited, or made you friends for the whole life….

I agree with the previous comment. It’s basically a test on what you can say within 4 pages, but if you write more it means the tutor has to spend extra time reading your paper, and they don’t want that.
So I’d write 4 pages minus 10-15 words, and not more than 2-5 words beyond the limit if you cannot cross out anything.
I’ve once written a 25-page thing overnight.
