You’re asked to investigate the gun advocacy group and its activities. To do so, you need to work with the police department in the next county. After contacting their chief, you’re assigned to work with another seasoned officer who has also been conducting some preliminary investigations of the group. You decide to do some field investigations together the following day. While you’re out working on the investigation, the other officer decides to stop at the local convenient market for some lunch. He picks up a sandwich and coffee, waves to the owner, and returns to the police vehicle – without paying for the items. When you ask him about it, he says that he has an “arrangement” with the owner and not to worry about it. He explains that he and the store owner help each other out. Finally, he says, “If you’re hungry, go inside and pick up what you want.” What do you do and what concerns do you have? Explain your answers.

Receiving gifts from the general public is a discouraged action in policing. The professional moral code requires an officer to uphold honesty and dedication to the service. Some favors are given to police officers to provide additional security, and such offers may be tempting, as they may be providing short-term satisfactions. It, therefore, calls for the robust application of strong ethical systems to turn down such offers.

By applying the ethical system, I will turn down the offer of picking anything. Quickly, as Close and Meier, as cited in Pollock provide, I will formulate a set of ethical questions and provide answers which could inform my decision to turn down the offer. My immediate concerns would be the constitutional rights of the local market owner, treating the business possessor as a means to an end, and the police department’s professional obligation. The right of protection, in this case, is being undermined because the owner has to offer favors from his business to guarantee this fundamental right. It is, therefore, unethical and immoral of all police officers to accept favors in return for the services which they took an oath to provide.

Finally, the rejection of mutually beneficial offers to both the police officer and the general public requires an analysis of all concerns for the two parties. Officials must ensure the well-being of the public is given careful consideration because that is their duty. Whichever case is considered, and whatever ethical system is applied, receiving an offer is a criminal offense that should be avoided.
