Why would the successful freedom seeker/runner James Wesley Hill feel compelled to compensate his former enslaver for his (Wesley’s) “purchase price”? What would motivate the formerly enslaved/ newly self-possessed to use their hard-earned and scarce resources to pay their former enslaver?

Perhaps James Wesley Hill sent hard-earned money to his previous owner since he wanted to get rid of the feeling that he was still an enslaved person who would always owe something. Therefore, the formerly enslaved people strived to buy their freedom, not steal it. Maybe they wanted to forget this part of their lives and start a new one in which they could be free.
