Latin America, like Spain, had a political environment where the government had deregulated the market. Besides, its government’s hold on businesses was limited. This factor was seen with the rise and growth of private companies. These elements, among others, such as shared culture and an increase in internet connection and the use of cell phones, were major opportunities that attracted Telefonica to Latin America.

In Europe, national telecommunication companies had entered into an agreement not to invade each other’s business space. This ensured that a business retained its position in its market arena while limiting the entry of other competitors in the market. Telefonica was unable to invade markets in its neighboring countries due to the agreement even though a member of the European Union.
