The reason why coupons paid by municipal bonds are more attractive to high-tax-bracket investors is that of the taxation legislation present in many countries. As the government is motivated to sell municipal bonds, in many states, they are exempted from federal income tax and state tax as well, making it a relatively reliable, valuable, and low-risk venture for the high-tax-bracket investor. Low-tax-bracket investors, on the other hand, do not possess a sufficient amount of money to invest in municipal bonds, and the low rates of return make it a less attractive venture that, while safe, will not provide enough return in the short-term perspective.
