Which Caliph (khalifa) made Arabic the official language of the ruling administration, which would later exchange knowledge across the Islamic empire?

It is assumed that khalifa Abd al-Malik achieved success in reorganizing and strengthening the State administration. He owns such an achievement as introducing the Arabic language at the official and administrative level for 700 years. The language was used on the territory of Muslims and had a revered and respected status. This “way of communication” is of great importance today, and it is also used by millions of people in the East and Africa.
