The concept of “das Volk” was developed by Johann Gottfried von Herder who lived in 1744-1803. He believed that a nation consisted of “a group of people united by a common language, geography, religion, and customs”.

Herder’s definition mostly fits with my understanding of the United States as a nation since Americans share the same language and geography. However, the U. S. is a secular state, and some customs may vary in different cities or states, but all the American citizens still represent the same nation.
