What is the difference between reasonable suspicion and probable cause?

A

A police officer should have grounds for vehicle detention, which are either reasonable suspicion or probable cause. Reasonable suspicion is “the quantum of knowledge sufficient to induce an ordinarily prudent and cautious person in similar circumstances to believe criminal activity is occurring.” Although reasonable suspicion is not intuition or guess, it is not yet a probable cause. The latter exists when the officer’s logical conclusion that a crime was, is being, or about to be committed backed up by circumstances and facts.
