Kant state that only in the absence of qualification is the will good. This is due to the fact that the will is rational and free, whereas physical laws determine everything else in the universe. For Kant, morality consists of acting according to our free and rational will and not letting our actions be determined by physical laws such as those governing appetite or pleasure. In this way, we can be held responsible for our actions and their consequences.
