Locke had a positive view of people overall, supporting the idea that everyone deserved freedom and equality. He believed that even in the natural state, morality exists and that each human has a duty towards others for the preservation of humanity by not engaging in murder, theft, and enslavement. Furthermore, he argued that each person deserves the right to life, liberty, and property regardless of society or laws.

On his view of property Locke writes, “The labour of his body, and the work of his hands, we may say, are properly his. Whatsoever then he removes out of the state that nature hath provided, and left it in, he hath mixed his labour with, and joined to it something that is his own, and thereby makes it his property.”

Locke believed that a proper appropriation and distribution of property ensured some sense of independence and self-sufficiency, as well as compensation for labor.

However, in the reality of modern society, it is unrealistic due to the scarcity of available resources. Locke failed to predict, in the long run, the effect of wage labor, making the poor dependent on the rich and powerful, essentially undermining the concept of property serving as a tool of self-governance.
