A new product may be made up of different parts, which have to be developed independently. Therefore, some companies opt to have such parts developed at multiple sites before being merged into one final product to be delivered to the market. However, this approach has several disadvantages as discussed in this section. First, different parts developed at multiple sites may not fit together as anticipated due to the technical expertise of the involved developers. Additionally, resources, in terms of machines and capital, may vary from one site to another. Second, different countries have varying legal requirements, and thus overcoming the involved bureaucracies could be time-consuming and resource-intensive. This aspect could delay the final delivery of the individual parts for the ultimate assemblage of the product. The first issue involving lack of technical expertise and limited resources could be overcome by ensuring that all players involved in product development are vetted to establish their competence and capacity to deliver their parts based on set standards. The second problem could be addressed by selecting locations that have favorable business policies. The ease of doing business index could be used to score different countries and select those that have friendly terms of operation. This approach would ensure that the individual parts of a product are delivered within the specified period.
