One of the most essential of them is the National Planning Frameworks. They cover five of the essential mission areas (Prevention, Protection, Mitigation, Response, and Recovery) and can guide communities and individuals in their attempts to build resilient infrastructures and secure necessary response resources. Overall, this document may be considered basic, yet it is essential and very informative in terms of shaping one’s understanding of the roles that different stakeholders play in the implementation of emergency response practices. By getting familiar with the Frameworks and the major principles described in this multivolume resource, the authorities will become able to design holistic and effective preparedness and response strategies, aiming to create a synergy and improve communication between different community actors.
Another essential resource is the Emergency Management and Response – Information Sharing and Analysis Center (EMR-ISAC). The major objective of this organization is to record and disseminate information about critical infrastructure protection (CIP) and emerging threats. Considering that the EMR-ISAC collects data from various federal, state, tribal, territorial, and private-sector sources, it provides a comprehensive overview of the security situation. Thus, it may be used to analyze and detect existing gaps in CIP and risks at multiple levels. Moreover, according to Radvanovsky and McDougall, the center provides free technical assistance and consultation for leaders of all parties involved in the Emergency Services Sector, including police departments, fire stations, and others. In this way, the EMR-ISAC may enhance the abilities of local authorities to implement CIP by improving their knowledge and awareness.
