The United Kingdom Police’s Strategy Definition

Compare and contrast the Police definition of strategy to business definitions of strategy.

The UK Police defines strategy as: “A plan of action designed to achieve a series of objectives or a particular goal. It sets out the high-level overview of the response and, as such, does not get drawn into tactical or operational detail.” Is the Police strategy definition described above apply to all aspects of a regional or national Emergency Management strategy, or might the emergency management profession learn from other professions’ approaches, such as business strategy, in defining strategies for:

  • Anticipation & assessment;
  • Prevention and preparation;
  • Response & recovery.
