Capability Developers and other adherents of force advancement throughout the military translate workable options into Force Design Updates (FDU). This is predicated on a DOTMLPF-recommended organizational workaround and the creation of the unit reference sheet (URS), which supports the FDU procedures and other records.

The design organization stage begins with an institutional solution recognized by a functional solution analysis (FSA). Throughout this step, centers of excellence (CoE) or adherents are explained if new organizations or alterations to existing ones are needed.

Extensive analysis is performed to analyze the competence gap problem, connect the capabilities, materials, and document producers, and guarantee the ideological and primary purpose by branch/type of capacity is appropriate. The Force Design Directorate (FDD) of the U.S. Army Training and Doctrine Command (TRADOC) is the department in charge of this stage. Once established, organizational needs are recorded using a set of interconnected institutional development procedures and deliverables.

This starts with the URS, then moves onto the force design updates (FDU) method, the table of organization and equipment (TOE), as well as the basis of the issue plan (BIOP). An FDU packet containing a URS mandates creating a draft TOE by the U.S. Army Force Management Support Agency (USAFMSA).
