In the “Daily Sacrifices of the gods of the City of Uruk”, as the name suggests, offerings were made every day of the year. People of this Land used to slaughter animals with whole hooves.
On the other hand, the biblical system is only required occasionally when there is a need like forgiveness of sins, and thanksgiving, among others. Israelites were only allowed to present mammals with split feet.
