Regarding the Alaska Airlines 261 accident, why would the NTSB allow the board member statements to be included towards the end of the report?

The National Transportation Safety Board (NTSB) allowed the inclusion of the board member statements towards the end of the report for various reasons. First, they had learned that in the 1997 inspection of flight 261 aircraft, the mechanics of Alaska Airlines found that the plane’s jackscrew needed replacing as it had significant wear and tear. The mechanics checked the component five times to confirm this and noted that the mechanism fell within the acceptable tolerance by 0.0001 of an inch. In this regard, they could allow the mechanism to remain in use for a few more flight hours and be replaced inthe next maintenance operation.

However, the plane logged another 5,000 miles, and mechanics neither inspected nor greased the jackscrew. Second, when NTSB recovered the jackscrew on March 17, 2000, it noted that the mechanism lacked grease, indicating the absence of maintenance practices in recent times. Mechanics had also written a letter concerning maintenance practices at the workshop, and the information they provided coincided with what the NTSB had unraveled independently.
