Before identifying issues arising from projects that outsource to third-party contractors, it is necessary to note the reasons for either governments or separate healthcare facilities outsourcing services. For example, in the case of Electronic Health Records (EHRs) and Electronic Medical Records (EMRs), the amount of data for processing is extremely vast, from the need to managing medical and billing codes to remote patient monitoring. Therefore, it is not surprising that organizations may choose to outsource IT operations to reduce their workload.

However, when outsourcing operations to other parties, there is a risk of problems arising from allowing contractors to determine the scope of projects, manage relations, and decide on sharing project status information. The most frequent problems that result from governments outsourcing healthcare projects to contractors include but are not limited to delays in project execution, issues of now receiving the desired level of quality, and unexpected disruptions. For instance, when contractors are free to determining project scopes, they are more likely to extend completion dates, thus influencing the final outcomes of the expected jobs. When managing all contractor relations, there is an issue of third parties not notifying their employers about the changes in task assignment and other possible variations in final project fulfillment.

Giving too much independence to contractors in national healthcare projects can inevitably lead to the absence of control and further complications in achieving the success of projects. Therefore, greater control and oversight over contractors is needed in outsourcing healthcare projects that benefit systems of care provisions within large areas of implementation. Effective leadership strategies should also be integrated into the oversight of IT outsourcing procedures.
