Public administration is both a profession and an occupation. When viewed as a profession, it applies its arts and science techniques to solving society’s problems. Just as professions like law, medicine, and others, public administration entails the three common characteristics of each of them.
It is an academic and practical knowledge body that serves the entire society; instead of aiming towards personal gain, public administration is a success standard that can be measured theoretically by satisfying societal needs. Public administration as a profession regulates education for new practitioners by ensuring strict adherence to the code of ethics and the correct sanctions.
Public administration as an occupation entails everything that an employed person does. Most people will not admit to being administrators because they have learned to associate themselves with the profession. They do not realize that they offer service to the public indirectly and directly. By doing so, one will impact serving society by providing a solution to the many problems facing the public.
