The categorical imperative, in Kant’s first formulation, is acting entirely in line with the conduct that somebody at the same time would expect or wish to be implemented as one of the universal laws. It is a moral principle that dictates how people ought to behave.

False promise is never right since it would be unjust and unfair to offer them to innocent individuals and then disappoint them at last. It would create chaos and would undermine trust in relationships if everyone always acted unreliably and dishonestly. So, making a false promise violates the universal law of fairness and justice, which is one of the foundations of morality.
