LTC Benchoff built cohesive teams through mutual trust and by using tactical standard operating procedures (TACSOP). He expected his senior noncommissioned officers (NCOs) and subordinate commanders to exercise disciplined initiative and take bold action within the margin of his intent. By training his NCOs and subordinate commanders on the TACSOP, Benchoff encouraged small unit cohesiveness and mutual trust.
This procedure was understood by everyone and provided team leaders with empowerment and decision making. For example, using TACSOP on the restrictive territory of Zhari puts a premium on decentralized control and command and flexible small unit leadership. Thus, in the small area, commanders have to have guidance with motivation, drive, and intent understanding to succeed in the operation.
