The market-driven approach provided an avenue where the corporate human resource was able to strategically identify ways they could assist the regional resource managers to achieve and meet their regional needs. The regional human resource managers are given autonomy to develop programs for supervisory training of the employees in their units with guidance from the corporate managers.

The corporate human resource established a virtual resource center that gives services to managers and employees. This was a strategy that aimed at increasing the efficiency and effectiveness of employee productivity. The virtual resource center was aimed at assembling data on human resource activities and administering it to operational managers. The activity was administered through workplace climate surveys of employees and was intended to assist in building up initiatives that could boost staff morale. Through this, the company was able to save $ 10 million per year from the reduction of workers’ compensation claims.
