Some argue that counter-insurgency is sometimes the least bad option, and therefore a course of legislative and administrative measures must be taken to prevent such a situation. Adopting a code of law on strengthening state control over the circulation of weapons and a decree on a complete inventory of firearms, ammunition, and explosives stored in industrial enterprises and military warehouses is required.
However, given the existing material and technical capabilities, conducting a continuous inventory will take a lot of time; therefore, investments are needed, both public and private. It is required to boycott the countries that support the activities of the insurgents and, in particular, help them buy weapons.
