I agree that justice does not exist outside of the authority structure. First of all, it is doubtful that justice can be objective since different people have drastically dissimilar views on what is right and wrong regarding punishments. Without authorities to produce and enforce rules, society will likely adhere to primitive practices, such as the Lynch law. Importantly, such practices do not establish justice due to the risks of killing wrongly accused people. At the same time, justice involves attempts to protect disadvantaged citizens from more powerful people, but nobody is actually interested in maintaining order if there are no authorities.
