Explain in detail at least five concepts/strategies for crime fighting that have been developed over the last several decades by different departments, to include but not limited to: a. Community Policing, b. Problem Oriented Policing, c. COMSTAT, d. C.P.T.E.D., e. HSP.

A

a. COP is an approach to policing first formulated by John Alderson, a British expert in law enforcement. It consists of measures helping to build trust-based relationships between police officers and communities, inter-level collaboration, area profiling practices, and attention to role distribution. It works in the following way: police officers/teams are assigned to some areas, analyze the situation with crime, and use this information to design individualized patrolling strategies.

b. POP was introduced by Herman Goldstein in the 1970s to provide a more goal-oriented approach to policing. Its elements include measures increasing the quality of life and the studies of the area-specific root causes of crime. It is implemented in the following way: police officers identify the key areas of concern based on crime frequency rates, collaborate with the community to design prevention strategies, address any conflicts, and use the strategies. Unlike COP, it focuses on objective data and effectiveness, not on police-community relationships.

c. COMPSTAT is the methodology of law enforcement efforts created by Jack Maple; it was first implemented in New York to improve organizational processes in police departments. Its key components are the provision and use of timely intelligence, fast police deployment, and strict control. It is implemented with the help of weekly reports containing data about complaints and actual crimes, strategic meetings, performance reports, and up-to-date software solutions.

d. CPTED emerged in the USA in the 1960s when urban architecture was recognized as a problem impacting self-policing efforts. Its components include research, recommendations on urban design helping to reduce crime, and activity support. When implemented, this approach gives rise to detailed space organization strategies (proper street lighting, the visibility of entrances, etc.) that limit potential criminals’ opportunities to pass undetected.

e. HSP emerged in the twentieth century due to the theories of rational choice and routine activity. The components of this approach are statistical research and crime mapping strategies. Based on the analysis of criminal activity, the “hot spots” are defined, and the resources are distributed in a way that allows focusing on crime prevention in high-risk areas.
