Describe some of the factors that made Celanese IT’s movement towards ITIL difficult.

The factors that made the process of improvement ineffective and difficult include lack of management support, poor communication, poor organizational culture, poor internal coordination, a decentralized IT approach, and poor budgeting, among others. For instance, the company’s lack of a central IT department resulted in a serious lack of transparency, especially in operational costs. All six units in the organization had their individual IT units, which operated independently.
