This is a structured political community that has been designated to one leadership, that is, one government. Therefore, the community must be under one leader at the top of the whole economy who issues orders. For example, the film Reds has one state, Russia, which is under one political regime. Therefore, the economy is the state that the president creates their own rules and orders to be followed by the economy based on the constitution.
