I think that the efficiency of project management of one company and the inefficiency of another company is a problem of the presence or absence of structured work. There are certain links between the elements of the project management system. The primary element in the project management system is methodological.
It is a complex process that allows one to carry out the control function by comparing the current methods and procedures with those that the selected methodology should carry out. The organization of work according to the established methodology is provided by the organizational element of the project management system.
It performs the functions of the project management office, project teams, and steering committee, using documentary support containing the description of regulations, procedures, and templates of project documents. The software and hardware element provides calendar and resource planning work under the processes of the methodological element.
Finally, the motivational element provides the processes and functions of the methodological, software and hardware, and organizational elements. This occurs through the formation of motivational locks, which encourage participants of project activities to perform the necessary procedures and functions correctly.
The set of motivators is a cementing solution for the entire system, holding all of its elements as one and ensuring its stability. If all the elements are present in the company in full and functioning correctly, its project processes will be developed and compelling. If one of the elements is underdeveloped, the whole company’s project management system cannot achieve sufficient development.
For example, if the motivational element is missing, the employees will not want to perform their functions correctly. Then, all other things being equal, the project processes of such a company cannot be called developed. In organizations where the processes are effective and complete, all elements of the project management system function correctly.
