Citizen review boards can be viewed as a strategy for balancing power dynamics between police workers and civilians. However, evidence suggests that civilians, especially complainants, will never have their expectations met since their perception of the quality of police work is only affected by outcome rather than the appropriateness of the procedures themselves. For example, it is stated that “those who seek to have officers sanctioned will seldom have reason to feel satisfied, for if their complaints are not sustained, then no punishment is applied. Further, the majority of complainants who do not seek to have officers punished are still less likely to have their expectations met.”

In other words, citizen review boards might not be as useful as they seem to be since they do not provide a novel or more effective solution for making civilians satisfied with police work. However, such boards might still be useful for bringing more transparency to instances of “bad” policing, such as cases of unjustified brutality. Therefore, the overall impact of citizen review boards is minimal but still can be beneficial in rare and specific cases.
