NCVS can cause concern to a criminal justice leader as it does not track crime that affects American youth. In the National Crime Victimization Survey, coverage by age is limited because the data do not include cases of victimization that occur with people under 11 years of age.

So inaccurate estimates create awareness gaps for the population and make it impossible to feel completely safe. In addition, the limited sample coverage may be a cause for concern. Thus, anyone who lives in a nursing home, prison, or even military barracks is excluded from this survey. Anything that might have happened to them is not included in the sample, which means there is another level of uncertainty in the data collected.
