I do not believe that the second Vatican council sought to restore the sacred liturgy but rather reform it to adapt to the times. After reading the Sacrosanctum Concilium, I get the impression that the council sought to remodel and improve the sacred liturgy, not to enforce it. From allowing the use of vernacular languages in the performance of various rites in the church to reforming various sacraments, these are all changes that sought to improve the existing liturgical process to adapt to the changing times.
In the introductory part of the document, it is stated that; “The Council also desires that, where necessary, the rites be revised carefully in the light of sound tradition and that they are given new vigor to meet the circumstances and needs of modern times.” This just goes to show that their intention was clearly to reform the liturgy in accordance with the times while also paying great attention to tradition.
